FSASH 5th CONGRESS HELD IN TIRANA,
7 November 2013

The 5th Congress of Trade Union Federation of Education and Science of Albania, FSASH, was held in Tirana, on 7 November 2013. It was an Extraordinary Congress, convened by the Leading Council of the Federation, aiming to discuss and take the respective decisions on important issues, related to the relations of FSASH with the Confederation of the Trade Unions of Albania, KSSH, and the role and contribution of FSASH to the development of education system in Albania. It was the Second Session of the Congress, after the First Session, held in Tirana, on 23 March 2013, where the important decision of withdrawing from the affiliation to the KSSH, was taken unanimously.

87 delegates from 35 districts of the country, as well as invited teachers and FSASH activists, took part in this Second Session of the Congress.

Representatives from the Ministry of Education and Sports and Ministry of Social Welfare and Youth, the President of Independent Trade Union of Albanian Education, SPASH, Nevrus Kaptelli, and the Honorable President, Mr. Bajram Kruja, as well as representatives from some other federations which FSASH work closely with, took also part in the Congress.

The opening speech of the Congress was held by the Vice Chairman of FASH, Mr. Fatmir Bezati, who welcomed the delegates and invited persons and proposed the working commissions of the Congress, which were approved unanimously.

The Congress also approved the Agenda of the Second Session of the Congress with the following content:

Discussion and approval of the respective decisions in relation to the main theme of the Congress: "Consolidation of FSASH structures and their further commitment, aiming the increase of profesionalisation of teachers and their social and economic protection"

Following, the Chairman of FSASH, Mr. Xhafer Dobrushi, held the report, on behalf of the Leading Council of FSASH, being focussed to the main Theme of the Congress.

The Congress was greeted by the representatives of the Ministry of Education and Ministry of Social Welfare, who appreciated the role of FSASH in establishing a real partnership and for the contribution given to the National Council of Labour and to the eduaction system and labour standards in Albania.

Mr. Nevrus Kaptelli, President of SPASH, in his greetings to the Congress, pointed out the importance of the cooperation between SPASH and FSASH, especially through the joint collective agreement and other joint actions for the protection of teachers and other employees of education sector in Albania.

Wide discussions and constructive debates were made about the report. Representatives from regional sections of Tirana, Majlinda Ziu; Vlora, Petref Celaj; Pogradeci, Istref Haxhillari; Berati, Enriketa Zeqo; Durresi, Sadik Prethi; representative from higher education, Zenel Sina etj, spoke about their commitment, results achieved and the main tasks for the future.

The Congress approved the main demands which will be addressed to the Ministry of Education and the Ministry of Social Welfare, amendments in the Statute and the main Decision of the Congress, which were approved unanimously.

According to this Congress Decision, the Leading Council of the Federation is entitled to discuss and decide the most convenient time for the convention of the 6th Regular Congress of FSASH, after ending of the regular mandate of FSASH leaders, elected by the Congress.
